The parking deck at Lenox Square has 4,000 spaces and I still circled for 20 minutes on Tuesday

Read it on the mall's own website while sitting in gridlock, and it made me wonder if half those spots are secretly just decorative, has anyone else noticed the upper levels are always empty but the bottom three are a nightmare?
