Oh man, that reminds me of my buddy who bought an old house. He spent weeks trying to get that coal dust smell out of the basement, @morganl71. Said it was in the bricks and the floorboards, this deep, gritty smell. He finally gave up and just calls it "character" now.
Tell me about it, my last apartment had that same vibe but with a bonus layer of cat pee from the previous tenant. I scrubbed everything with every cleaner known to man and it still smelled like regret and ammonia. Eventually you just learn to live with it and tell guests it's a "historic scent." Some smells are just part of the building's soul, for better or worse.
