Why does nobody talk about writing prompts that demand a specific date and time?

Last Tuesday I ran a prompt asking for a scene set at 3:47 PM on a random Tuesday in 2019, and half the responses ignored the time entirely or just said 'afternoon'. That specificity is what turned a boring coffee shop story into a real tense negotiation about a missed flight, but only for the two writers who actually used it. Does anyone else find that forcing a timestamp cracks open better conflict than a vague 'someday' ever does?
