Took 3 days to find a short that was right in front of me
Working on a MRL traction unit in Portland and the car kept dropping into safety mode every morning around 9am. I pulled every door lock, limit switch, and governor contact, finally had the customer service log pulled up. Turns out the elevator was up against a floor that had a bus duct right below it, and a nearby coffee shop was drawing huge current through the line. The voltage dip was just enough to trip the undervoltage relay on the controller. Cost me about 18 billable hours plus a service call fee I couldn't charge. Anyone else ever chase a phantom that turned out to be dirty power or a grid issue?

Check the building's backup generator, that coffee shop might share your neutral line.
