Knee pads on the dash but never on the knees, what gives?

I see guys drive to the site with all their safety stuff right there, then leave it in the van. Did a tile job last month where a guy slipped and busted his elbow because no guards. It's just basic, you know? Makes the whole team look bad when someone gets hurt.
