Hot take: the floor sander at the old St. Louis plant was the real master
Visited the decommissioned Buckeye Steel foundry last month and noticed the wear patterns on that floor sander told you exactly which guys knew how to balance a load on the buggy, anyone else see tools that taught you more than any foreman?

That old sander sure knew more than any boss I ever had, right?

I mean bosses actually have to deal with budgets and safety regulations though.

The funny thing about budgets and safety regs is that most bosses I've worked for barely understand them either. They just pass the paperwork up the chain and hope nobody checks the fine print. My last job had a "safety committee" that met twice a year and literally just watched a video from 1998 about ladders. Budgets get blown on stupid stuff like fancy coffee machines while the actual equipment is held together with duct tape and prayers. So yeah, bosses deal with that stuff, but it doesn't mean they do it well.
