My neighbor's lawn transformation over 3 months

Guy next door in apartment 4B had a dirt patch for like 2 years. Then he started watering it every morning at 6 AM sharp. After 90 days it's this thick green carpet. Makes my yard look sad. What's the secret to getting grass that dark without dumping $200 on fertilizer?

My neighbor used to water his patch at 5:30 AM but he'd hit it twice a week with a hose attachment that had a little fertilizer built in. The one from Scotts, costs about 12 bucks at the hardware store. You think the timing of your watering matters that much? I noticed he never watered in the heat of the afternoon, just early morning.
