Structure it around a specific dollar amount or timeframe for revisions, that usually stops the tire kickers cold. Clients respect boundaries way more than they'll admit.

Oh man, tell me about it! I tried the "unlimited revisions" thing once when I was helping a buddy with a logo for his business. Biggest mistake ever. Three months later he's still sending me tweaks on the kerning or whatever. Now I just tell people straight up: three revisions and then you're paying by the hour, cash up front. Amazing how fast they figure out what they actually want when their wallet's on the line.
