Yeah, "painful choice" is exactly right. I read this article about how our brains actually treat these kinds of tough decisions like real physical pain. It's not just a saying, there's a real stress load that comes with it. The writer said we try so hard to avoid the feeling of maybe picking wrong that we freeze up. Makes you wonder if sometimes any choice is better than staying stuck, even if it hurts. What was the tough choice you were talking about?
