Saw a whole subdivision of sagging gates in Phoenix, nobody seems to care

Drove through a new build area off the 101 last week, maybe 60 houses, and at least half the aluminum drive gates were already drooping. The posts were set in concrete, but the hinges were all the cheap strap kind with no anti-sag bracket. The builders saved like $40 a gate and now every one of those homeowners is gonna be calling someone in 2 years. I get that HOAs want the clean look, but I'd rather put a welded eye hinge on every time even if it costs more. Anyone else see this on newer developments in their area, or is it just the desert heat making it worse?
